The data controller is the “natural or legal person, public authority, agency or other body which, alone or jointly with others, determines the purposes and means of the processing of personal data” (Article 4.7 of the General Data Protection Regulation).
There are three main data controllers in Scotland. Those are, National Records of Scotland, who hold vital events and census data; Public Health Scotland, who hold health and care data sets; and the Scottish Government, who hold data across a number of domains including health, education justice etc. Other data controllers include regional controllers, local authorities, UK controllers etc.
